On May 1, 2022, the GB/T 3836-2021 series of standards for explosive environments (hereinafter referred to as the new version of explosion-proof standards) were officially implemented. The National Center for Safety Standards issued a notice on March 4, 2022, titled "Notice on Changes in the Main Basis for Safety Standard Review and Issuance of Mining Explosion proof Products" (National Center for Safety Standards [2022] No. 9). In order to ensure the smooth progress of standard revision work and solve the practical difficulties of safety standard application enterprises affected by the epidemic, To facilitate the replacement of certificates for holders, based on soliciting opinions and suggestions from all parties, this plan is formulated:

1、 For products with valid safety certification, the principle is to use a natural label replacement method. When the certificate expires and is renewed, the certificate will be issued according to the new explosion-proof standard. The holder of the certificate can also voluntarily apply to change the safety standard certificate according to the new version of the explosion-proof standard during the validity period of the certificate. For certificate changes, the National Center for Safety Standards shall carry out relevant work in the following manner:

1. No changes in product design and structure
The holder shall submit a "change" application to the National Center for Safety Standards, submit a new version of the explosion-proof standard change statement (see Annex 1), and upload the updated user manual. Other technical documents do not need to be uploaded. The National Center for Safety Standards entrusts the original explosion-proof inspection agency of the product to conduct evaluation and supplementary inspection in accordance with the "New Edition Explosion proof Standard Difference Clause Replacement Plan" (Attachment 2), and issues a technical review report (including the evaluation content of the explosion proof standard replacement) (Attachment 3) and an inspection report (only including supplementary test items). After passing the evaluation, the new version of the explosion-proof standard's safety standard certificate will be issued, and the validity period of the certificate remains unchanged.

2. Changes in product design and structure
The holder shall apply for a "change" to the National Center for Safety Standards, submit a declaration of change for the new version of the explosion-proof standard, and upload the updated technical documents at the same time. The National Center for Safety Standards entrusts the original explosion-proof inspection agency of the product to conduct a differential review and inspection of the modified parts based on the new version of the explosion-proof standard, and evaluates and supplements the inspection according to the "New Version of the Explosion proof Standard Differential Clause Replacement Plan". A technical review report (including the evaluation content of the explosion-proof standard replacement) and an inspection report (including the modification content) are issued, and after passing the inspection, a safety standard certificate for the new version of the explosion-proof standard is issued, with the certificate's validity period unchanged.

2、 Before December 31, 2022, for explosion-proof electrical products whose safety certification is about to expire or cannot be extended in a timely manner due to the impact of the epidemic, the certification unit may apply for "extension" and issue a new version of the explosion-proof standard safety certification after evaluation, supplementary inspection, and differential inspection according to the process described in Part 1. The certificate is valid for one year.

3、 For explosion-proof electrical products whose safety certificate is about to expire, the holder can also apply for a full project inspection in accordance with the new version of the explosion-proof standard through an "extension" method. After passing the inspection, a safety certificate with a validity period of 5 years can be issued.

4、 For the new version of the explosion-proof standard inspection report issued by the explosion-proof inspection agency recognized by the National Center for Safety Standards during the change process, the explosion-proof inspection agency can accept it. The management requirements for imported products are the same as those for domestic products. The IECEx TR report issued by the IECEx CB explosion-proof inspection agency has been obtained, and the standard version is not lower than the new domestic explosion-proof standard. The explosion-proof inspection agency can accept it and supplement differential inspections if necessary.

5、 The holder of the certificate has completed the change of the new version of the product's explosion-proof standard before the supervision and inspection, and carries out the supervision and inspection work in accordance with the new version of the explosion-proof standard; If the holder of the certificate fails to complete the change of the new explosion-proof standard of the product before the supervision inspection, the supervision inspection shall be carried out according to the original execution standard.
